How did Nazi Germany build such a big army when Germany had severe economic problems like mass inflation? Why couldn't other countries without those economic problems create a more powerful army to stop the conquest of France?

In Ancient Rome, why did the Gordians or at least their supporters think they could start a rebellion without control of the only nearby African legion (which then marched on them and killed Gordian the first)? This story seems off, as if things were very poorly planned
