Considering the amount of materiel and the scale of the conflict, why did the German Reich wait until 1943 to transition to a full war economy?

I have heard that the manpower reserves of the 3 allies were all but exhausted by the end of the war, and what was fielded then was pretty much it. Is this true, and how was it managed by the much less populous Axis, even with their successes?
