Did the heavier Mongol cavalry (those armed with lances) also carry bows? If so, how did they attach their lance to their horse to free up their hands?

I've read that in some historical states Catholic Clergymen wern't subject to secular law, instead they had to be tried by ecclesiastic courts. Which were the last countries that allowed this privilige, and how did the practice end? Were they any surprisngly modern hold-outs?
