What´s the reason to "hardcode" certain aspects of a game?

I cannot wrap my head around this city part. Is it supposed to be a route for chariots and the rest are normal starcases? I mean i can see it playing out as a blob to block up the rest but the right sight for archers seems a bit impractical.
