Radio waves and visible light are both electromagnetic waves. Visible light is transmitted via photons. Does this mean that gamma waves are made of photons? If so, does that mean by slowing down a gamma wave we can make visible light?

To my knowledge, stealth tech works by taking in radar waves and scattering them so that they don’t go back to the receiver. Can we use the same principle to make something “stealth” in visible light? What would it look like? A blob of darkness?
