When reading Tacitus, the barbarians and enemies of Rome such as Calgacus can be easily sympathised with. Were these people intentionally portrayed positively by Tacitus, or have modern biases changed the way we perceive them?

According to Mary Beard's SPQR, the early Roman Kingdom required every citizen to fight, except the very poorest. This seems to differ from modern warfare, where the rich are more likely to be exempt. Why was this not the case in Ancient Rome?
