Why are we told to wash our hands for 20 seconds? Does it take that long to fully lather your hands or take that long to kill bacteria or what?

If a person gets a higher initial dose of Covid-19(infected person sneezes right in their face) vs. a person that receives a lower initial dose(touches infected surface then touches their own face), does this affect the severity of the disease and how quickly it multiplies?

Hypothetically, If every person in the World were to get a COVID-19 vaccine then would it be eradicated or would we have a new mutated form every year like the flu? And wouldn't COVID positive animals just reinfect humans?
