What would be involved in building a mega-pipeline (like Keystone XL) for WATER? Will we ever want to consider piping water from floods to droughts?

Why did nearly everything "choose" two genders? I get mixing DNA for mutations and evolution. But "sending over a sperm cell" seems like an easy feature to just tack on rather than split every species into two whole physical forms.
