Could a planet hypothetically have a ring system (like Saturn or Uranus) composed mostly of matter that is in a liquid state? If this is possible, would this liquid ring have any notable effect (compared to a ring of mostly solid objects) on the planet?

The atmosphere and ocean share many similarities due to the fact that they are both massive collections of fluid, such as currents, waves (in clouds) and so on. Do these similarities extend into the ocean experiencing its own underwater "weather" systems?
