Every few months I live in a new EU country and I struggle to find a sim card which let me use mobile data in roaming for an extended period while keeping the same phone number, not just for traveling but for actually changing country.

If I go outside of the EU for a trip and buy an electronic device and pay VAT in that country, then at the airport on my way back to Europe, I do de-taxation and get my VAT refunded, will I have to pay VAT again once I land in Europe?
