During Hannibal Barca's campaign in Italy the city of Neapolis joined him, apparently they always wanted to secede from Rome. Would Neapolis have been considered a city-state vassal of Rome, or an ally, and not just another city in the republic

What did mercenaries do when they weren't being hired or used for war? Where they farmers or bandits? Did they have permanent/nomadic camps set up? Was it even legal for so many people to be armed if they weren't employed by a nation/kingdom?
