If we are unable to go faster than the speed of light, however we can affect its speed by putting it into various mediums, could we in theory create a medium in which we could travel faster than light in a vacuum while still slower than the light in the medium we traverse?

Remove the earth's crust, leave the atmosphere surrounding the mantle, then drop all of the earth's oceans onto the mantle. Would a cycle of rain occur until a new layer of solidified mantle turned into crust?

As humans we carry our atmosphere with us to space, if an aquatic life wanted to launch a rocket (presumably on land) would the weight of water be prohibitive to getting into orbit?
