Tileset images overlap. Im using a tileset made for rpg maker vx/ ace for rpg maker mz. How do I fix that?

So in the community Google docs(left photo). I found a software tool link that can resize images without quality loss. The vx ace tileset (right photo) i have is 32x32 but I want to resize to Mz size: 48x48. Has anyone used those tools found on github? Also wondering if this is doable?
