In Spain there has been many problems regarding Basque separatism, specially due to the terrorist movement ETA, did something similar happen in the French Basque country? Was any time throughout history an attempt to join the Spanish and French Basque countries?

I have been reading catch - 22 and there is a scene in which a USA coronel says he is afraid of how well the war is going to the allies (is late WW2) because if the Germans surrendered they would have to go to the pacific to fight Japan, was that an actual fear between the USA military in WW2?
