What’s with everyone even the pros ditching the longer cranks and shifting to 165cm ?

I had a question regarding time trialing , say there is a flat course of 20kms with a head wind for first half and back wind for the other half, how much power would we have to put out in order to get and AVG speed of 45kmph?just an estimation
