In 1961, India invaded and annexed the Portuguese colony of Goa. Given that Portugal is a NATO member, why did this military act not trigger article 5 and NATO intervention?

In modern times, it has become common for large corporations or the ultra-wealthy to evade paying taxes by re-locating to tax havens. Since when have tax havens existed? Where was the first recorded tax haven?
