Do we have an idea of what the universe actually looks like if the information we gather from earth is always thousands, millions or even billions years old?

If we had 2 observers. Scientist A on the moon and B on earth. Scientist B has a geiger counter and scientist A has a single uranium atom. If the 2 scientist observe the uranium decay but causality means B has to wait 1.3 seconds, does this mean scientist B is living in a different time period?
