In a plant seed, has the metabolism completely stopped until germination or is there still very very very slow "life" happening? In other words, is it "paused", or is it consuming energy very slowly?

The James Webb Space Telescope and the new E.S.A. Euclid Telescope are both parked at Lagrange Point 2 or L2. How big of a volume of space is considered to still be L2? Could that space become crowded with telescopes that all want to park in Earth's shadow?
