I'm currently on my second history book regarding racial violence in America in and around 1919/1921. Why, in these accounts, does it seem like one consistent thread is that black Americans disproportionately frequented places of "vice" - e.g. drinking, prostitution, gambling, etc?

Why have some (I don't know precisely how many) Americans currently and historically been so against social welfare programs that either give aid directly to or in some other way help lower status/income people or families?
