In the US during WWII, how did rationing work on the homefront if people went to a restaurant? Did people have to give the ration coupons/cards to the restaurant in addition to payment?

During the Viet Nam war era, what was the Canadian gov't's official policy on Americans who went to live in Canada to avoid the draft. Was Canada's immigration enforcement agency giving any priority to deporting Americans who came to stay w/o proper papers, due to the draft?
