Now that most major transit agencies release real-time vehicle location data through GTFS and other APIs, there should be a way for all large vehicles on the same streets to see their probability of blocking a bus route at any given time.

Could abandoned railroads which have little hope of revival be repurposed into dedicated bus/truck routes to take burden off the highways?
