Why do we not create measurement systems to measure distance and time based on the planck length and planck second? Side question, is there such thing as a planck weight, or something similar?

Would a civilisation on a far away planet be able to detect the light emitted by humans from cities and other artificial light sources on the dark side of the Earth, or would it be too dim to pick up on? Assuming the civilisation had the same level of technology as we do.
