If a large amount of energy can be converted into matter/antimatter, and Einstein’s theory says that energy and mass are instances of the same thing, why do photons have no mass despite having energy?

If photons are energy, then shouldn’t they have mass due to energy and matter being two sides of the same coin? (E^2 = (mc^2)^2+(pc)^2 )
