How did the idea of a town historian, especially an official town historian develop? What made people demand/support the creation of such a post? Was it the consequence of a larger movement or did it grow more organically, and if the later what kind of circumstances usually lead to its existence?

Thus why did early french rulers push to the Pyrenees but did not conquer and hold more land east of paris especially as there was no Prussia or comparable large military state to stop it?
