So I read that the second wave of infections was far worse in there 1918 pandemic. What should we do this time around? Shelter in place until there is an effective treatment or vaccine? Wait until hospitals are pressured and shelter again?

I've seen articles that say the tar on the beaches north of Los Angeles is due to leakage from offshore oil rigs and others that say the oil rigs reduce seepage and the tar appears when they aren't running. Which is true?
