In Niccolo Machiavelli's "The Prince" he says "every time the Romans moved into a new region it was on the invitation of local people". For an empire that huge it seems hard to believe, is there any truth to that?

How would successful generals (From Caesar to Napoleon and everyone in between) practise strategy and know what was effective and what was not? Was it through study of history and generals that came before them or was there a more hands on method of testing/practising strategy?
