how do I get rid of the all neutral relations bug?

Bruh why is my Bloody Europe Autistic the Movement points stopped refilling along with my sandbox mode money and everytime I try moving troops for multiple provinces it moves them for just one and it refuses to build stuff, all I did Is invade Italy and genocide 10mil+ Italians and I can't save 😭

I mobilized 41 million troops to invade and nuke NATO as Russia and I annexed all my allies and Ukraine and the game crashed and deleted my Bloody Europe 2 data when I tried getting them to the border 😭🙏🏻
