Does the brain always think at the same "rate?" I.E. does it have a static tick rate? Could a person actually interpret time moving slower if they have honed reflexes, like Quicksilver?

When we dream, is there actually a "time dilation" effect that causes dreams to seemingly last longer than we are asleep for? Or is that just the result of misinterpreting how long the dream lasted?
