During the Age Of Crazy Maps, how did rulers like Charles V control exclave lands that were distant, scattered, nearer to rivals, and sometimes even different languages/faiths? This seems impossible even for a modern state. Was respect for succession really the only force resisting "blobification"?

In Quintus Terentius's play "Odious Eight" (c. 250), eight citizens walk into Rome's finest baths. They are: a very Greek-looking Greek, a Gallic-looking Gaul (etc.), a Briton, a Thracian, a freedman (Iberian), a Jew, an Egyptian, and a Numidian. Who gets good/bad service, and why?
