I was watching an old episode of Bones where they said Argentina sent 10,000 blank passports to Germany at the end of WWII. Did that really happen and if so what would motivate Argentina to do that?

When was the first recorded protest for equal rights for women? At first it seems like something that might have always existed but Egypt was a matriarchy so I'm wondering what happened to make that change?
