If you could theoretically stand on a planet looking up at the sky in a quasar galaxy would you be able to see anything but blinding light in the way we can see the Milky Way?

From my understanding all creatures sleep, from the largest whale to the smallest microbe. Do we understand why that is and why evolution has never taken the path of a creature that doesn't require sleep?
