As an object is moving away from us at extreme speeds/distances (Such as 0.1 Light Speed) would it appear to be moving slower the farther away it gets due to the increased time it would take for the light to reach us?

If you had a strong enough magnet, put it on wheels, and faced the correct side to the north, could you theoretically get the north pole to push the magnet on wheels in a southern direction?
