Greek was an important language in Rome, yet after the Fall of Rome it fell out of use in the West until the Renaissance, why did the new Barbarian rulers adopt the use of Latin but not Greek (instead of either using their own language or adopting both)?

After WW2 the Allies created democratic countries from the former Axis powers, but their new legal systems and constitutions are very different to those of the US/UK, how/why was this decided and how did people at that time view it?
