As a layman, I can see similarities between the end of the Roman Republic leading to the establishment Imperial Rome and the rise of the Nazi regime. Is there any bodies of work which explore this similarities? Has it the comparison been made before?

Is it conceivable that planets with similar gravity and atmosphere conditions to earth would have intelligent lifeforms similar to the human shape if they became as intelligent as humans? I.e is the humanoid shape (two arms, legs, upright etc.) the most ‘efficient’ form for intelligent species?
