I have read the definition of one megajoule as equal to the energy of one ton moving at 100mph. The Naval railgun is at 33 megajoules. Does this equal 33 tons at 100mph, or 1 ton at 3300mph?

Assuming the stories and reports of intelligence agency backdoors everywhere are true, how can they bury something like that so well that reverse engineering and hacking/tinkering over the years didn't uncover any of it?
