Did these deputies have cause to approach this man and his autistic son while they were taking a walk? And did he have the right to refuse to identify himself? (OK is not a stop-and-identify state)

Do you believe these deputies had sufficient cause to approach and detain this man and his son? Was the violent takedown warranted for failing to produce ID? (Oklahoma is not a "stop-and-identify" state). Can any law enforcement officer detain any citizen simply by saying they "look suspicious"?
