If evolution favors the fittest , why haven't other animals been blessed with our level of intelligence? Given the timeline shouldn't there have been at least a few other species as intelligent as us?

If fluids aren't compressible , how is it that people and animals can dive into deep water (> 1 atm) and still move around? Wouldn't the forces at depths prevent this?
