I've read multiple articles that state the American english accent is actually what proper English sounded like, pre the America's. Apparently it's the British accent that has changed. How true is this?

When talking of recent history, we seem to group fads and patterns by decade. Has it always been this way, or is this way of cataloging history something unique to the 20th century?
