Is it fair to say that even tens of thousands of years before Rome and the Han Dynasty, there were still large empires and kingdoms albeit humans didn't write stuff down?

The Roman Empire was vast and multi-cultural. Were there any issues with domestic racism among the citizens of different backgrounds? Was there a concept of "real Roman", focusing on the look/features of someone from central Italy?
