Since light is both a particle and a wave, could you make something out of pure light if you had enough of it condensed into a single place?

Let's say that tomorrow everyone on earth, even the most cynical deniers of it, decided to take serious action to stop climate change. What would be required to well and truly keep the world from getting exponentially worse at this point? Genocide at any scale isn't an option, otherwise, go nuts
