A professor of mine claimed that the basis of English education in the United States is based on the principles and ideas of Europeans teaching Native Americans how to read the Bible. Is there any truth to this claim?

My professor told me that the reason the US Government passed the Civil Rights Act was that the government needed manpower in Vietnam, and there weren't enough white men, so to get African-American men over there they had to be given rights that they wanted. Is there any truth to this claim?
