I'm reading into small/medium nuclear reactors for more localized power production, but they are not common-place right now. Why is that? Regular nuclear reactors have been around for a while, does scaling the reactor down result in new technical difficulties?

I've recently read about the 17 (or 32?) constants of the universe, and how, if they were known for each particle at the same time, it would be possible to know work out the future, and the past, at any point in time. Is this the correct understanding, or am I missing a significant point?
