Why did President James Buchanan announce in his Inaugural Address that he'd be a one-term president? If he aspired to greatness in his presidency, why did he put a four-year deadline on that?

Even though they found evidence of President Buchanan's abuse of power, why didn't the Covode Investigation push for impeachment? Is it because Stephen Douglas became the Democratic nominee (and thus, the end of Buchanan's administration was in sight anyway?)
