About 6 months ago hundreds of millions of genetically modified mosquitos were released in the Florida Keys. Is there any update on how that's going?

What is the difference between a vaccine that works and one that doesn't? Also, what about them makes them take so long to develop? Shouldn't it be immediately obvious whether they trigger a proper immune response?
