Has anyone conclusively found out why certain species of birds ( I can’t remember if it was crows or ravens or others) gather round, “judge” another bird and then kill it?

There seems to be a lot of disagreement among doctors/medical journals whether the burn scale officially) goes beyond third degree. Is this true?	1
