Is the "Skarp Laser Razor" Kickstarter even possible in the manner they claim? A "safe to the eye" laser that won't irritate skin but can cut straight through hair?

Does NASA ever use any of our space probes that are really far from Earth to study Earth from afar to verify our methods of studying distant objects is accurate and/or potentially find new methods of figuring out properties of distant objects?
