During the transition from an Agricultural society to an Industrial one, were there social plans to ease the large amounts of people from losing their jobs? How effective/necessary, if at all, were they?

What happened during the transition from Agricultural labor to industrial labor? How was the transition for those generations of people? Was the transition difficult to people that weren't able to move from farm work to industrial labor?
