In science fiction, ships moving near c have a 'red-shift' or stars ahead and a 'blue-shift' of stars behind. Wouldn't there be other frequencies of emission which would move up in a red-shift, or down in a blue-shift, to present the same image as before?

Is the amount of energy given off by a deceleration of an object from .7c to .5c the same as .5c to .3c or proportional? Ie linear or geometric progression?
