From my local supermarket I can by frozen, raw chicken breasts that cook from frozen and frozen, raw breasts that you have to defrost. What's the difference?

In 'The Salmon of Doubt' Douglas Adams refers to "wild speculation" that Europa might be the result of artificial construction but I can't find anything about this. Can anyone elaborate?
