When my computer processes data, it warms up my room. Does all the electrical energy get converted to heat? Is the information processing effectively free?

The UK publishes Co2 emitted per kWh in different geographical regions. In a national grid, how and why does e.g. London get less energy from Scottish wind farms, and more from local fossil fuel power stations? Shouldn't it average out across the grid?
